Effects
The player gains 5 minutes of the Tinker with Wands Everywhere effect. After 5 minutes, they will lose the effect, and gain a random perk instead.

IOU is a one-off Perk that allows the player to tinker with their wands anywhere for 5 minutes. Once the effect ends, the player is given a random perk.

Notes

• IOU cannot grant the player Gamble or another copy of IOU.
  • However, Gamble can grant the player IOU.
• If the player already has Tinker with Wands Everywhere, a Lost Treasure Chest will be spawned (named A Tinkerer's Reward), and the extra perk will be granted immediately.
