Recharge Amp increases your wand's recharge speed while your not casting. The longer since your last cast the faster the charge speed.
After not casting for 5 seconds it reaches maximum charge speed.
Formula for mana charge add is:
mana_add = 4.5*(frames_since_last_cast/300) (maximum 4.5)
Note that this is mana added per tick, if you multiply it by 60 you get the mana added per second
