Blind Spot is a passive Perk that grants a ring of light, along with immunity to 
Blindness. The ring will light up dark areas and apply 
Slower movement to enemies that are in contact with it.
Notes
- The ring will not slow down enemies that are
Charmed, but it will slow down allies that are 
Berserk.
