Gamble is a perk that automatically applies two random perks to you. The two perks it applies would be the next two perks that would appear in the next Holy Mountain based on the game seed.
If Gamble would hit another Gamble, it skips it and gives the next perk instead.
If Gamble gives you Perk Lottery, the effect will not take place until the next perk is picked up.
Since perks are completely tied to the seed, the two "random" perks means the same thing as the next two that would appear in the next Holy Mountain that hasn't been loaded in yet.
